The challenge
We measure much about people.
We still understand surprisingly little about capability.
Education systems know attendance, examinations and graduation. Employers know credentials, job titles and performance indicators. Yet these remain incomplete signals of how capability develops, what evidence supports our interpretations, and what conditions help people convert capability into opportunity.
